Why DSO matters in Dubai's tech corridor

Dubai Silicon Oasis was launched in 2003 by the Dubai government as a purpose-built technology district, then formalised by Law No. 16 of 2005 creating the Dubai Silicon Oasis Authority (DSOA). It runs along the Sheikh Mohammed Bin Zayed Road (E311), 16 minutes from DXB International Airport, and combines offices, light-industry units, R&D labs, a residential community and the RIT Dubai university campus on a single 7.2 km2 footprint.
A common confusion: DSO and IFZA are not the same thing. DSOA is the city authority that operates Dubai Silicon Oasis and issues licenses under five categories (Service, Trade, Industrial, General Trading and Branch). IFZA is a separate free-zone operator that happens to be located within DSO at Dubai Digital Park, and Dtec is the startup incubator that sits in the same campus. Picking DSOA directly suits founders who want the city-authority address (industrial, R&D, regulated tech), while IFZA suits lean services-and-consulting founders. Since 2021, DSOA operates under the DIEZ umbrella alongside DAFZ and Dubai CommerCity, with no change to its license grid.

What you can run under a DSOA license

DSO is tech-specialised by design. Five activity clusters cover the overwhelming majority of companies registered directly with DSOA.

Software & SaaS

Software publishing, SaaS platforms, fintech back-ends, AI & data engineering, cybersecurity. Covered by the Service License; Dtec hosts >1,000 early-stage tech startups within DSO.

Electronics & semiconductors

Hardware design, IoT modules, embedded electronics, prototyping and pilot assembly lines. The Industrial License authorises light manufacturing inside DSO's dedicated industrial plots.

IT services & consulting

Systems integration, managed services, cloud and DevOps consultancies, telecoms integrators. Anchored by names like Fujitsu, 3W Networks and Axiom Telecom already on campus.

R&D & academic

Corporate R&D centres, university labs, post-graduate programmes and technical training. RIT Dubai's engineering campus has been operating inside DSO since 2008.

Light industrial tech

Adhesives, smart-storage manufacturing, energy-management hardware, telecoms equipment and CX hardware (queue-management, kiosks). The Industrial License covers assembly, packaging and pilot lines on dedicated plots inside DSO.

Tech-focused ecosystem: Microsoft, IBM, Cisco, Oracle and HP all have regional offices inside or adjacent to DSO.
Direct access to Dtec, the largest tech startup incubator in the MENA region (1,000+ companies hosted).
University partnership pipeline with RIT Dubai (Rochester Institute of Technology) for engineering and IT talent.
100% repatriation of capital and profits, no currency restrictions.
Five DSOA license categories (Service, Trade, Industrial, General Trading, Branch), broader than most digital-only zones.

How we incorporate your DSO company in 7–10 working days

Six steps from first call to issued license. DSOA operates a single-window service; we run the file end-to-end so you only act on two of them.

Scope activities & license category

A 30-minute call to confirm whether your model lands under Service, Trade or Industrial, and whether direct DSOA or IFZA-inside-DSO is the better fit.

Structure & shareholding

FZCO (single or multiple shareholders) or branch of an existing UAE / foreign entity. Recommended share capital: AED 100,000. Up to 3 activities on one license.

Trade name reservation

We submit 3 name proposals to DSOA. The FZCO or Branch suffix is mandatory; religious or political terms are blocked.

KYC & document compilation

Legalised passports, address proofs, board resolutions for corporate shareholders and a short business plan. We assemble the file in English.

Workspace selection

Flexi-desk, business centre, dedicated office, retail unit or industrial plot, picked against your visa quota and activity. A physical address remains mandatory at DSO.

License issuance & Establishment Card

MoA / AoA signature, payment, and DSOA issues the trade license + Establishment Card. Visa applications and bank account introductions follow immediately.

Four realities first-time DSO founders miss

Setup timeline

License in 7–10 working days through the DSOA single window. Add 2–3 weeks for the residence visa (medical, Emirates ID, stamping) and 3–6 weeks for UAE bank account opening. Budget 4–8 weeks end-to-end.

Office is mandatory

Unlike pure digital zones, DSO requires a physical workspace. Flexi-desk starts around AED 15,000/year (1–2 visas), with dedicated offices, retail units and industrial plots unlocking higher visa quotas.

Corporate Tax 9%

UAE federal Corporate Tax applies at 9% on net profit above AED 375,000. Free-zone "qualifying income" can stay at 0% with proper substance and an IFRS audit. Small Business Relief is available through 31 December 2026 for entities with revenue under AED 3M.

Audit & accounting

DSOA requires audited IFRS financial statements from year 2 onwards, and QFZP status requires a clean audit trail from day one. Plan AED 5,000–10,000/year for a UAE-licensed auditor on top of bookkeeping.

What's inside our DSO all-in-one package

One transparent fee covers company formation, residence visa and UAE banking. From AED 21,500: 1 year, 1 visa, flexi-desk at DSO included, Service License with up to 3 activities.

Company formation

  • Trade name reservation with DSOA
  • License issuance (Service, Trade or Industrial)
  • Memorandum & Articles of Association drafting
  • Flexi-desk address inside Dubai Silicon Oasis
  • Establishment Card
  • Corporate Tax registration & initial compliance filing
  • Up to 3 activities under one license

Residence visa

  • Entry permit issuance
  • Medical fitness test coordination
  • Emirates ID application & biometrics
  • Visa stamping inside the passport
  • In-country status change
  • Valid 2 years, renewable

  • Business and personal account introductions

"I'd like to thank the entire team for their professionalism, and especially Joïcia and Akhil, who have been taking great care of me since day one. Joïcia clearly explained all the steps throughout the process and was always reactive and available, and Akhil was also very supportive and professional. Their guidance made everything smooth and reassuring."
"The service was incredible. No hidden fees like with many agencies I'd heard about. The service was truly top-notch. I didn't have to manage a single thing. I highly recommend them!"
"Everything happened at an impressive speed, from the visa to the creation of the company, including medical procedures and opening a bank account. Each step was smooth, stress-free, and professionally supported from start to finish. Special mention goes to Simon Samba, who combined responsiveness, clarity, and kindness throughout the process. A 5-star experience that I would recommend without hesitation!"

Dubai Silicon Oasis: frequently asked questions

A DSO license issued directly by DSOA starts at AED 11,800 for the Service, Trade or Industrial categories. A complete package with license, registration fees and a flexi-desk address typically lands between AED 15,000 and AED 25,000 per year.

  • License only (no visa): from AED 11,800
  • License + flexi-desk + 1 visa: typically AED 21,500–25,000
  • General Trading: priced higher, with elevated capital requirements

Recommended share capital is AED 100,000, and up to 3 activities can sit on one license at no extra charge.

They are not the same thing, and confusing them is the most common DSO mistake.

  • DSO is the district, operated by the Dubai Silicon Oasis Authority (DSOA). DSOA is the municipal-style authority that issues licenses for companies registered directly under it.
  • IFZA is a separate free-zone operator that is physically located inside DSO, at Dubai Digital Park. Companies licensed by IFZA are IFZA companies, not DSOA companies.

Direct DSOA suits industrial, R&D, regulated tech and branches of existing entities. IFZA-inside-DSO suits lean services-and-consulting founders who want the same campus at a lower entry point. We help you pick which authority issues your license, not just which address sits on the door.

Yes, and it is the most common DSO setup. SaaS publishing, AI products, cloud and DevOps consultancy, cybersecurity, data engineering and IT integration all sit under the DSOA Service License, which is the default category for tech-first businesses.

You can combine up to 3 related activities on a single license. If you also want to resell physical hardware, you add a Trade License or upgrade to General Trading. The Service License is also what unlocks the QFZP 0% corporate-tax treatment on qualifying income, provided you maintain substance inside DSO.

Dtec, Dubai Technology Entrepreneur Campus, is the startup incubator operated within Dubai Silicon Oasis. It hosts more than 1,000 early-stage tech companies and runs accelerator programmes, co-working space and corporate partnerships, all on the DSO campus.

Dtec is a programme inside DSO, not a separate free zone: companies graduating from Dtec typically take a DSOA or IFZA license to formalise their entity. We frequently set up early-stage founders with a DSOA Service License and a Dtec coworking address as the lightest possible entry point.

You need a physical address inside DSO, but it does not have to be a private office at Dubai Digital Park.

  • Flexi-desk: from ~AED 15,000/year, accepted as registered address, 1–2 visa quota
  • Business centre office: serviced units inside DSO, typically 3–5 visa quota
  • Dedicated office: private space at Dubai Digital Park or DSO HQ, larger visa quota
  • Industrial plot / warehouse: required for assembly, light manufacturing, or any Industrial License

Dubai Digital Park is the premium option inside DSO and is the most-picked address for funded tech companies, but it is not mandatory.

License issuance: 7 to 10 working days through the DSOA single window once name approval and KYC are complete. Add 2–3 weeks for the residence visa (medical, Emirates ID, stamping) and 3–6 weeks for opening a UAE business bank account.

End-to-end, plan 4 to 8 weeks from first call to a fully operational company with a bank account. Incorporation itself can be handled remotely; only the visa biometrics and most bank-account openings require a short trip to Dubai.
