Masdar City Free Zone: frequently asked questions
Masdar City publishes three main tiers. The Start-Lite package starts at AED 7,000 for a single shareholder, 2 activities and 1 visa allocation. The Start-Up package adds more activities and a higher visa quota, and the Business package is built for growing teams that need a dedicated office.
- Start-Lite (flexi-desk, 1 visa): from AED 7,000
- Start-Up (flexi-desk, multiple activities): typically AED 15,000 to 25,000
- Business + dedicated smart office: AED 30,000+ depending on office size
Visas are charged on top at roughly AED 3,500 to 5,000 each, plus medical and Emirates ID.
Masdar City runs several innovation programmes for cleantech, climate-tech and AI ventures, including the Catalyst start-up accelerator (in partnership with BP) and event-driven calls around Abu Dhabi Sustainability Week. MBZUAI and Mubadala-linked vehicles co-invest selectively in AI spin-outs.
Grant eligibility usually requires the company to be licensed inside Masdar City Free Zone with active on-campus R&D, not just a registered address.
Both are Abu Dhabi free zones but they solve different problems:
- Masdar City: cleantech, AI, space, R&D, deep tech. Civil-law UAE framework, on-campus labs and innovation grants. Best for operating ventures.
- ADGM: independent English common-law jurisdiction for finance, fund managers, family offices, fintech and holding structures.
If you build, research or manufacture, pick Masdar City. If you manage capital or run a regulated financial activity, pick ADGM.
Yes. Masdar City Free Zone issues a dedicated R&D / Educational licence, and the campus offers wet and dry labs, prototyping space and shared instrumentation. Partnerships with Khalifa University and MBZUAI are accessible for venture-stage companies.
Sector approvals may be required for regulated R&D (energy, biotech, dual-use tech). We compile the approval file as part of the setup.
Masdar City is one of the closest free zones to Abu Dhabi International Airport, roughly 7 to 15 minutes by car depending on traffic and the gate. Downtown Abu Dhabi is about 20 minutes away, and Dubai is reachable in around 1 hour 20 via the E11.
There is no formal sustainability test you have to pass to obtain a licence, but Masdar City is curated. Activities are reviewed against the city's clean energy, AI, space and R&D positioning, and the campus itself is built to LEED standards with low-carbon infrastructure (passive cooling, driverless PRT, on-site solar).
In practice, the city favours applicants whose business model is aligned with sustainability, deep tech or research, rather than generic trading.
