Why Masdar City matters in Abu Dhabi's free-zone landscape

Masdar City was launched in 2006 by Masdar (Abu Dhabi Future Energy Company), a subsidiary of Mubadala Investment Company, as one of the world's first planned low-carbon urban districts. Four realities first-time founders miss

Setup timeline

Licence in 10 to 15 working days (faster for freelance permits). Residence visa adds 2 to 3 weeks for medical, Emirates ID and stamping. Budget 4 to 6 weeks end-to-end if visa is in scope.

Physical-presence rule

Masdar City requires a real on-campus address. A flexi-desk is included with the Start-Lite package, but you cannot register the company at a virtual address off-site. A dedicated office or lab is mandatory above ~6 visas or for regulated R&D activities.

Corporate tax 9% trigger

UAE corporate tax kicks in at 9% on net profit above AED 375,000. Below that the effective rate is 0%. Free-zone "qualifying income" can stay at 0% with proper substance, which is achievable at Masdar City thanks to the on-site office and staff.

Grant eligibility

Sustainability and AI grants (Masdar City innovation programmes, MBZUAI calls, Mubadala-backed funds) are open mainly to companies licensed inside the free zone and with verifiable on-campus R&D activity. Budget for an audit and ESG reporting from year 2.

Masdar City publishes three main tiers. The Start-Lite package starts at AED 7,000 for a single shareholder, 2 activities and 1 visa allocation. The Start-Up package adds more activities and a higher visa quota, and the Business package is built for growing teams that need a dedicated office.

Grant eligibility usually requires the company to be licensed inside Masdar City Free Zone with active on-campus R&D, not just a registered address.

Both are Abu Dhabi free zones but they solve different problems:

  • Masdar City: cleantech, AI, space, R&D, deep tech. Civil-law UAE framework, on-campus labs and innovation grants. Best for operating ventures.
  • ADGM: independent English common-law jurisdiction for finance, fund managers, family offices, fintech and holding structures.
